Well, to make this easier to comprehend I'm going to separate it into the categories listed by the side.

Vision: The composition is close to perfect, being that the fae is right on the middle (so focus is on her) and she does not occupy too much or too few space. So there's that balance there. Also of note is the fact you put her whole body in this pic, but it still left enough space as to not feel crammed.

Originality: As much as I thought the concept was good, it is a bit common. The subtlety of a fae crying is nice, although I can't help but think I've seen this before already. So there's that.

Technique: This is a wonderful display of techniques. For example, the outlines are almost invisible thanks to the fact they are colored accordignly to what's inside them. Another good example is the detail put into the bubbles and the water - it really looks like water and the tiny bubbles around her feet are a nice detail. Also, you gotta appreciate the effort put into the hair, wings and cloth details. It is mind-boggling to say the least.

Impact: Well, this is a strong image, since it shows a serene sadness. Quite nice on its own, but there was not much of an impact (after all, that's not the goal of such an image, anyways). That said, it does shine a light on people's problems, so that makes for a nice realization when you notice she is actually crying what can only be considered silent tears.

Well, to finish it up, I'd like to point out that the hair isn't spreading the way it should be in such a situation (it looks more like it somehow sunk below the water). Also, a bit more detailing on the rocks and the underwater surface would be cool if done well (otherwise it would retract from the picture and its meaning).

That's all I could think of. ^^
